No. Every month the INE picks a sample of accommodation providers. You only need to answer when you receive the INE’s communication with the questionnaire’s order number and password. See INE occupancy surveys.
Usually it means your property isn’t in that month’s sample. If you think you should have received it, check directly with the INE.
If you answer with the XML file, always use the whole month, from the 1st to the last day of the month. The INE requires it even if the questionnaire mentions a week or a fortnight. If you generate only those dates, IRIA will reject the file. See Errors uploading the INE file to IRIA.
No. Roomdoo generates the XML file and you upload it to IRIA. See Export data for the INE survey.
Some data is missing: for some guests (country of residence or province) or in the property’s INE setup (for example, the tourism registration number or the category). The app doesn’t say which; contact support with the report’s period. See INE report fails because of incomplete guest data.
The report is built from check-ins: reservations without check-in don’t count towards arrivals, overnight stays or occupied rooms. Complete the check-ins for all the month’s stays before generating the file.
No. For the INE, everyone who stays overnight counts as a traveller, whatever their age, and the traveller report requires registering them. If the file shows a places error, see Errors uploading the INE file to IRIA.

In IRIA’s questionnaire list, Cumplimentar encuesta is for filling in the questionnaire by hand and cancels the option to upload the XML file. To upload the file you have to click the upload icon next to it. If you already clicked it, you can answer by filling in the on-screen form, or ask the INE’s data collection unit (their details are in the questionnaire) to enable the upload again.
That’s how IRIA works: once you open the questionnaire, you can no longer upload another XML file. You can fix in the form the data that can be edited (the establishment details and, at the end, prices and staff). For anything else, contact the INE’s data collection unit.
Don’t edit it. If the file has errors, fix the cause in Roomdoo, generate it again and upload it again (as long as you haven’t opened the questionnaire).

Those surveys don’t accept an XML file by the INE’s decision: they’re answered by filling in the on-screen form in IRIA.
